Instructions for JKEL-13 - Possession and Use of Absolute Alcohol, Denatured Spirit, Special Denatured Spirit, Rectified & Plain Spirit for Industrial Use.

1. Documents Required at Preliminary Level
   1. DOB Proof (Matriculation Certificate/Municipality)
   2. PANCARD
   3. Aadhaar Card
   4. Address Proof (Driving License/Ration Card/Passport/Voter Id/Aadhaar)
   5. Qualification Proof
   6. State Subject
   7. Date of Incorporation/Date of registration/Date of Partnership Deed
   8. Ownership documents of property / proprietary / lease / rental duly attested by the First Class Judicial Magistrate.
   9. Blue Print of the proposed premises duly vetted by the civic authority (municipality/blocks).
   10. Building Permission Certificate from Relevant Authority.
   11. Certificate from State FSSAI
   12. Memorandum of Association (MoA)
   13. Articles of Association (AoA)
   14. Resolution of Board of Directors for Authorized Signatory
2. Documents Required at Processing Level
   1. Character Certificate of each applicant. (On Prescribed Format)
   2. Health Certificate of each applicant.
   3. Solvency Certificate by any Nationalized Bank.
   4. Financial Soundness issued by any Nationalized Bank.
   5. Solvency Certificate by any Nationalized Bank.
   6. Financial Soundness issued by any Nationalized Bank.
   7. Fire-fighting certificate from fire department.
   8. Affidavit (Judicial Magistrate) to the effect as to whether the applicant has ever been convicted under the JK Excise Act/NDPS act or any other Criminal act of the state and Country.
   9. Affidavit from the applicant to the effect that there is nothing outstanding against him on account of arrear of Excise/Sales Tax and he has not been convicted or has not committed any offence Under the J&K Excise Act Svt, 1958 and rules framed thereunder.
   10. NOC from DISTRICT MAGISTRATE.
   11. NOC from SENIOR SUPERINTENDENT OF POLICE.
   12. NOC from MUNICIPAL COMMISSIONER (FOR URBAN AREA) OR BLOCK DEVELOPMENT OFFICE (FOR RURAL AREA).
   13. NOC from Excise department.
   14. NOC from Commercial Tax department.
3. Documents Required after Approval of Application
   1. Counterpart agreement.
   2. Bank Guarantee.
   3. Surety Bond.
